The chairman of the State Health Committee, Dr Afif Bahardin wants to ban tobacco in all public areas of Penang by 2023 and wants to make of the city a state-wide initiative. Already, several areas such as the George Town World Heritage Site and Penang Hill have been classified as non-smoking and since July 4, 2015, all buildings and public spaces with the exception of residential buildings, were classified as non-smoking areas with an implementation that started on January 1, 2016. Many desensitization campaigns have already been put in place to raise public awareness and reduce tolerance for public smoking. Smokers may be fined up to RM 10,000 ($ 2,500) or imprisoned for up to two years on conviction.
